About GTT-Method

What GTT is today: a methodology for governed AI-assisted software development, its reference implementation (GTT Bootstrap) and its operational tool (GTT CLI).

GTT (Governance Through Thinking) is an open-source methodology for governing software development when AI agents participate in it.

Today GTT is three things, in a deliberate order: a methodology, its reference implementation, and the tool that operates it.

Core principle

When context doesn't govern AI, AI governs the solution.

AI agents can implement complete features. The hard problem is no longer code generation: it is that a sequence of individually reasonable changes can move a system away from the architecture and decisions the team intended. GTT makes context, evidence, architecture, proposals, decisions and change explicit and governed, so the project, not the agent, remains the source of truth.

GTT Method

The methodology. It defines how project context, evidence, architecture, rules, constraints, proposals, decisions, validation, freeze and controlled change are handled when AI Development Environments (ADEs) take part in development.

  • Evidence, proposals and decisions are kept apart: agents reason and propose, humans decide.
  • Freeze establishes the governed state. Changes after freeze go through a change request, never around it.
  • One governance model serves several ADEs, with exactly one Primary ADE.

GTT Bootstrap

The reference implementation of the method. Bootstrap holds the GTT semantics and the versioned contracts that make GTT executable inside a real project: governance, evidence and provenance, proposals and decisions, deterministic validation, freeze, ADE integrations, status and session context.

GTT CLI

The operational surface. A single gtt binary for Linux, macOS and Windows that installs, configures, validates, updates, resumes, freezes, exports and recovers GTT projects through the Bootstrap contracts. Every command is deterministic and needs no LLM.

GTT CLI is not a second GTT engine: it orchestrates Bootstrap and contains no methodology of its own. Installation and commands are on the GTT CLI page: https://gtt-community.github.io/cli

Works with your ADE

GTT is independent of the development environment. Bootstrap currently ships integrations for Claude Code, GitHub Copilot, Codex and Kiro, and several can participate in the same project under one governance model.

What GTT is not

  • Not an LLM and not an AI coding agent: it does not replace your ADE.
  • Not an IDE.
  • Not only a CLI, and not a prompt library: the methodology is the center.
